• Places the Governor's Advisor on Military Affairs and Military Advisory Council under the direction of the Governor's Office of Planning and Research to coordinate defense retention and conversion efforts statewide.

• The Governor's Advisor on Military Affairs shall be appointed by the Governor and serve as the lead official for base retention and sustainability activities in California.

• Establishes a Military Advisory Committee with representatives from state agencies, universities, legislative offices, and other organizations to provide input on defense-related matters and military installations.

• Authorizes the Governor's Office of Planning and Research to establish a military support grant program to assist communities with military bases in developing retention strategies.

• Consolidates California's defense retention efforts into a single coordinated program within state government to protect the 30+ active military installations and approximately 237,000 defense personnel in the state.
