Defines "detachable magazine" as any ammunition feeding device that can be removed from a firearm without disassembly of the firearm action, including magazines detachable by depressing a button with a finger, tool, or bullet.

Declares the amendment to be declaratory of existing law regarding assault weapon definitions based on detachable magazine capacity.

Directs the Attorney General to adopt regulations necessary to carry out the purposes of the firearms chapter.

Makes the detachable magazine definition operative July 1, 2013.

Provides that no state reimbursement is required for local agencies or school districts under the California Constitution because costs result from changed definitions of existing crimes.
