Requires the Department of Water Resources to complete development of Delta conveyance facilities by February 15, 2013, with construction completion by December 31, 2025.

Applies to facilities developed through the Bay Delta Conservation Plan process or other appropriate planning processes under the Water Code.

Establishes that improved Delta conveyance is necessary to protect water supplies for 25 million Californians and guard against potential earthquake-related levee failures.

Recognizes that California's water infrastructure, designed over 50 years ago for 16 million residents, must be upgraded to serve the current population of more than 36 million residents.
