Requires consultation between the attending physician, surgeon, and patient regarding hospital stay length to occur postsurgery for mastectomy and lymph node dissection procedures.

Mandates coverage for prosthetic devices, reconstructive surgery, and all complications from mastectomy (including lymphedema) for both health care service plans and disability insurers.

Prohibits health care plans and insurers from reducing provider reimbursement, providing incentives to limit care, or offering payments to encourage acceptance of less than required coverage.

Specifies that no local reimbursement is required under Article XIII B of the California Constitution, as costs result from changes to crime definitions.
