Requires the Superintendent of Public Instruction to apportion regional occupational centers and programs (ROCP) funding to county offices of education starting in the 2015-16 fiscal year based on the same relative proportions those entities received in the 2014-15 fiscal year.

Allows local educational agencies operating career technical education programs to form regions and enter into agreements to share funding from four appropriated budget items for developing and maintaining high-quality career technical education programs.

Specifies that absent a regional agreement, funds for specialized secondary programs, partnership academies, and agricultural career technical education programs may be expended only for their originally designated purposes.

Requires governing boards of regional occupational centers and programs to develop a course sequence plan by July 1, 2015, in collaboration with partner school districts, partnership academies, and agricultural programs, and to report new sequences and modifications annually.

Directs the Superintendent to create a uniform accountability metric for regional occupational centers and programs, agricultural career technical education programs, and partnership academies based on 11 program quality indicators and pupil data including completion rates, industry certifications, employment, and postsecondary enrollment.
