SB 289 Summary

• Authorizes the State Department of Public Health to approve specified institutions to provide clinical laboratory scientist programs, including California licensed clinical laboratories, accredited U.S. colleges or universities, U.S. military medical laboratory specialist programs, and laboratories owned by the U.S. government.

• Allows approved clinical laboratory scientist programs to use multiple clinical laboratories in any percentage distribution for training, provided each laboratory is department-approved and the program meets all established requirements.

• Requires programs to notify the department within 30 days of changes in clinical laboratories used and to notify the department in advance of trainee start and end dates.

• Establishes that the program director is responsible for ensuring all department requirements for training and affiliation are met and that the department shall establish ratios of licensed clinical laboratory scientists to trainees by regulation.

• Makes technical and nonsubstantive amendments to provisions regarding medical assistants and clinical laboratory testing authorizations.
