Extends the operational authority of charter schools serving at-risk pupils approved before June 1, 1997, by Los Angeles County Board of Education from June 30, 2013, to June 30, 2018

Requires county board of education approval for charter school continuation after June 30, 2013

Extends funding at the same rates as community schools and community day schools through fiscal years 2012-13 to 2017-18, inclusive

Permits charter schools to operate community day schools with exemptions from certain employment and attendance limitation requirements, with funding capped at 2,000 units of average daily attendance per fiscal year

Mandates county board of education to establish annual accountability criteria and report charter school performance to state education and finance departments and legislative committees
