CA SB31

Expands the one-year postgovernment employment restriction under the Political Reform Act of 1974 to include public officials serving as members of local governing boards or commissions with decisionmaking authority, in addition to elected officials and other specified local officials.

Prohibits covered officials from acting as agents, attorneys, or representatives for compensation before their former local government agency or its committees, subcommittees, members, officers, or employees for the purpose of influencing administrative or legislative action, or influencing permit, license, grant, contract, or property transaction decisions.

Exempts individuals appearing or communicating on behalf of another public agency and members of solely advisory boards or commissions from the one-year restriction.

Allows local government agencies to adopt ordinances or policies that impose restrictions more restrictive than those in the bill.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and specifies that no state reimbursement is required because it creates a new crime.
