Reenacts provisions authorizing the Kings River Fisheries Management Program Framework Agreement (effective May 28, 1999, amended June 26, 2009) to operate indefinitely.

Authorizes the Department of Fish and Game to contribute up to 50 percent of capital costs incurred by local agencies for recreation and fish and wildlife enhancement features under the program.

Requires that expenditures for the program be funded only through legislative appropriation from sources other than General Fund or general obligation bonds.
