Establishes procedures for voter registration agencies to comply with the federal National Voter Registration Act of 1993, requiring agencies to provide voter preference forms and registration cards with each application for service or assistance.

Requires voter registration agencies that allow online applications to implement processes allowing applicants to electronically submit voter preference forms and affidavits of voter registration through the Secretary of State's website.

Designates the Secretary of State as the chief state elections official responsible for coordinating voter registration compliance, including preparing training materials and conducting compliance reviews of voter registration agencies and county elections officials.

Mandates the California Health Benefit Exchange implement online voter registration infrastructure by July 1, 2014, allowing applicants to electronically submit voter registration affidavits.

Requires county elections officials to coordinate with voter registration agencies, provide voter registration cards, and monthly report to the Secretary of State on cards received from each agency.
