Permits cities and counties to authorize remote caller bingo games conducted by eligible nonprofits, charitable organizations affiliated with school districts or community college districts, mobilehome park associations, and senior citizens organizations for charitable fundraising purposes.

Allows organizations to conduct remote caller bingo no more than 2 days per week, plus one additional game per calendar quarter, with at least 10 days' advance written notice to local licensing entities.

Eliminates state licensure requirements for remote caller bingo and instead requires local licensing entities to provide licensee information to the California Gambling Control Commission; establishes fees up to $500 to cover administrative costs, deposited into the California Bingo Fund.

Requires the Department of Justice to conduct background investigations of management companies and field enforcement; authorizes local entities to monitor equipment operation and games; permits organizations to contract with management companies for business services subject to specified requirements.

Repeals the remote caller bingo program and related regulatory provisions effective January 1, 2017, unless a later statute extends the date; requires the Department of Justice and Commission to report by October 1, 2015, on whether program continuation is warranted.
