Requires pharmaceutical manufacturers selling or distributing self-injected medications in California to submit annual plans to the Department of Resources Recycling and Recovery describing how they support safe collection and disposal of waste devices (hypodermic needles, pen needles, intravenous needles, and similar devices)

Plans must be submitted in an electronic format as prescribed by the department, with initial submission due by July 1, 2010, and annually thereafter

Manufacturers must post and maintain copies of their plans in a readily accessible location on their internet websites

The Department of Resources Recycling and Recovery must post and maintain copies of all manufacturer plans on its internet website
