Establishes the Ontario International Airport Authority as a regional governmental entity to acquire or assume operational control of Ontario International Airport from the City of Los Angeles.

Creates a seven-member board of directors with appointments from the City of Ontario (2 elected officials), County of San Bernardino city selection committee (2 elected officials from different cities), and County Board of Supervisors (3 directors including 1 elected official and 2 with aviation/airport management experience).

Authorizes the authority to enter into agreements with the City of Los Angeles to facilitate the sale or transfer of management and operational control of the airport upon approval by the Federal Aviation Administration and Transportation Security Administration.

Requires the authority, City of Ontario, City of Los Angeles, County of San Bernardino, and Department of Transportation to cooperate in developing surface transportation access to the airport.

Grants the authority powers to issue revenue bonds, levy special benefit assessments, borrow money, acquire property, contract with governmental agencies, and assume all revenue streams and liabilities from airport operations.
