Prohibits state agencies from sending outgoing U.S. mail containing personal information (including social security numbers, telephone numbers, driver's license numbers, or credit card numbers) unless the information is in sealed correspondence that cannot be viewed from outside, effective January 1, 2015.

Restricts state agencies from sending any communication containing more than the last four digits of an individual's social security number unless required by federal law, effective January 1, 2015.

Defines "social security number" for purposes of this section to mean either a full social security number when required by federal law or the last four digits of a social security number.

Includes the California State University within the definition of "state agency" for these requirements.

Applies mailing restrictions only to mailings sent to natural persons, while the broader communication restriction applies more generally.
