SB 467 Summary

• Requires the Department of General Services to classify contracts for energy efficiency information technology products or services as no-cost or net-neutral cost contracts when vendor payments are covered by energy savings achieved.

• Mandates the department issue a nonmandatory master services agreement by April 1, 2013, allowing state facility owners, operators, and tenants to procure energy efficiency information technology products and services from approved vendors with at least two years of experience.

• Requires state entities to submit to the department 10 days before purchase: at least two bids, projected savings documentation, and a plan to track and record savings achieved.

• Permits pilot or demonstration contracts for emerging energy efficiency technologies and services not yet meeting the two-year experience requirement.

• Requires the department to post an annual "Record of Energy-Saving Projects" on its website listing projects and estimated energy and fund savings achieved since Executive Order No. B-18-12.
