Establishes special procedures for reorganization of the Wiseburn School District and Centinela Valley Union High School District, including formation of the Wiseburn Unified School District and termination of the Wiseburn School District.

Specifies that taxes for repayment of Wiseburn School District bonds and new Wiseburn Unified School District bonds shall be levied on all taxable property of the Wiseburn Unified School District.

Requires Centinela Valley Union High School District to transfer $4,000,000 from bond proceeds approved November 2, 2010 to the Wiseburn Unified School District for purposes consistent with original voter authorization.

Sets bonding limits for both districts using different formulas based on property zoning and classification, and allows joint powers authority bonding limits equal to the sum of member district limits.

Allows pupils residing in Wiseburn Unified School District eligible for grades 9-12 to attend Centinela Valley Union High School District without an interdistrict attendance agreement.
