Requires slate mailer organizations to obtain express written consent from governmental agencies before using their logos, insignia, emblems, or trademarks in slate mailers or mass mailings that would reasonably imply endorsement or participation.

Requires slate mailer organizations to obtain express written consent from nongovernmental organizations representing law enforcement, firefighting, emergency medical, or public safety personnel before using their logos, insignia, emblems, or trademarks.

Mandates disclosure of the total number of members in organizations with names implying law enforcement, firefighting, emergency medical, or public safety affiliation, displayed in at least 12-point roman type on the outside of each piece of mail and one insert.

Makes violations of these requirements subject to existing Criminal penalties under the Political Reform Act of 1974, including misdemeanor charges for knowing or willful violations.
