Requires the Superintendent of Public Instruction to establish a California Longitudinal Pupil Achievement Data System (CALPADS) Advisory Committee with 23 members to advise state leadership on pupil data collection and system improvements

Advisory committee shall be cochaired by the president of the State Board of Education and the Superintendent, with members appointed by the Superintendent, State Board, Speaker of the Assembly, and Senate Committee on Rules, including teachers, parents, administrators, and researchers

Committee members serve without compensation and shall not be reimbursed for travel or other costs associated with service

Advisory committee must report recommendations to the Governor, Legislature, Superintendent, and State Board by January 1, 2014, addressing CALPADS' ability to meet data needs, expansion to track preschool through postsecondary education, and usefulness to pupils and families

Originally introduced as a beverage container recycling bill but was substantially amended to focus exclusively on establishing the pupil data advisory committee
