• Requires the California Environmental Protection Agency to identify disadvantaged communities for investment opportunities based on environmental pollution, socioeconomic factors, and public health criteria.

• Mandates that 25% of Greenhouse Gas Reduction Fund moneys be allocated to projects providing benefits to disadvantaged communities and a minimum of 10% to projects located within disadvantaged communities.

• Requires funding guidelines for administering agencies to include strategies for maximizing benefits to disadvantaged communities.

• Requires administering agencies to report to the Department of Finance on how they have fulfilled requirements to benefit disadvantaged communities, with reports included in legislative submissions.
