• Requires wardens of each institution to meet at least biannually with advocacy group representatives and inmate advisory council members to determine how fund moneys are used at their respective institutions

• Clarifies legislative intent that fund moneys be used only for services beyond those the department is required to provide to inmates

• Requires the Department of Finance to conduct biennial audits of the fund and prepare annual statements of operations, with copies placed in prison libraries for inmate access
