Prohibits disposal or use of state park land acquired with public funds or gifts for purposes incompatible with park use unless substitution requirements are met or existing authorized uses are grandfathered in.

Requires the State Park and Recreation Commission to certify that substitute land has equal environmental, natural, cultural, or historical value; same or greater fair market value; comparable location and public access; and equivalent recreational value.

Allows substitute land and monetary compensation combination if full substitution land cannot be acquired, with compensation equal to fair market value plus acquisition and development costs for replacement acreage within the affected geographic region.

Commission must determine that all practical alternatives avoiding park land disposal have been considered before approving requests.

Exempts existing uses authorized by written agreement or general plan before January 1, 2013 from the substitution requirements.
