Extends dairy cattle supply liens to cover feed or materials provided to dairy cattle offspring and increases the lien amount limit from charges within 45 days to charges within 60 days.

Requires liens to be perfected by filing a notice with the Secretary of State and serving notice on the lien debtor and other secured parties, with written notice provided within 10 days of filing.

Changes lien priority provisions to follow Commercial Code sections governing secured transactions, where conflicting interests rank according to priority in time of filing or perfection.

Authorizes lien claimants to foreclose after payment default through court action, attachment proceedings, or by notifying parties obligated on milk proceeds to make payment directly to the claimant.

Allows lien debtors to release liens by paying the secured amount or depositing a surety bond with the Secretary of Food and Agriculture, effective for contracts entered into on or after January 1, 2013.
