Prohibits multiple employer welfare arrangements (MEWAs) from offering, marketing, or selling products as minimum essential coverage or compliant with the Affordable Care Act's essential health benefits requirement unless they meet applicable federal requirements, effective January 1, 2014.

Requires MEWAs to offer health care coverage to newly eligible persons and their dependents under terms no less favorable than those offered to existing employees and dependents if the person had prior MEWA coverage within the previous 31 days.

MEWAs must comply with existing eligibility rules and requirements set forth in Insurance Code Sections 10198.7 and 10198.9.
