Reduces the maximum refundable portion of the minimum nursery stock license fee from 50% to 25% for applicants who decide not to engage in the business.

Makes standards of cleanliness for nursery stock mandatory, including requirements that stock be free of pests, isolation of infested or infected plants, and other pest management provisions.

Requires persons to forward shipment manifests to county agricultural commissioners prior to shipment (changed from "at or prior to" shipment).

Authorizes the Secretary of Food and Agriculture to develop and implement an audit-based certification system for nursery stock shipments based on risk assessment and best management practices.

Changes the county agricultural commissioner's authority to revoke or suspend nursery stock certificates from mandatory ("shall") to discretionary ("may").
