Allows Stanford Hospital and Clinics and Lucile Packard Children's Hospital at Stanford to be treated as a single licensed facility for emergency care of patients in active labor, notwithstanding existing transfer prohibitions.

Requires an agreement between the two hospitals where Lucile Packard Children's Hospital accepts all active labor patients from Stanford Hospital's emergency department regardless of insurance or financial status.

Mandates that a physician, qualified nurse, or licensed personnel determine prior to transfer that the patient is in active labor, can be safely transferred, and does not need emergency department treatment.

Establishes patient right to refuse transfer and requires both hospitals to maintain prepared transport plans with specially trained employees to transport women in labor.

Takes effect immediately as an urgency statute, enacted June 15, 2012, to address the unique circumstance of the two physically connected hospitals and reduce transfer delays from up to 90 minutes to approximately 5 minutes.
