Amends Section 1341.45 of the Health and Safety Code to redirect funds from the Managed Care Administrative Fines and Penalties Fund

Continues transferring the first $1,000,000 annually to the Medically Underserved Account for Physicians in the Health Professions Education Fund for the Steven M. Thompson Physician Corps Loan Repayment Program

Redirects all remaining funds (over $1,000,000) from the Major Risk Medical Insurance Fund to the Office of Statewide Health Planning and Development, effective when the Major Risk Medical Insurance Program becomes inoperative

Funds redirected to the Office of Statewide Health Planning and Development shall be used for the Song-Brown Health Care Workforce Training Act

Requires the Director of Finance to notify the Joint Legislative Budget Committee when transfers to the Major Risk Medical Insurance Program cease
