Makes it unlawful to engage in picketing targeted at a funeral except on private property, during the period from one hour before until one hour after the funeral concludes.

Defines "picketing" as protest activities within 300 feet of a burial site, mortuary, or place of worship, including oration, speech, or sound amplification equipment intended to be audible to funeral participants.

Establishes penalties of a fine not exceeding $1,000, county jail imprisonment not exceeding 6 months, or both for violations.

Specifies that "funeral" means the ceremony or memorial service for burial or cremation, excluding non-burial or non-cremation activities and services.

States that no state reimbursement is required to local agencies because this act creates a new crime under existing statutory provisions.
