Expands the definition of "authorized governmental agency" to include the Contractors' State License Board for access to unemployment insurance information in workers' compensation insurance fraud investigations.

Requires the Employment Development Department Director to provide the Agricultural Labor Relations Board with employee, wage, and employer information for investigating or enforcing the Alatorre-Zenovich-Dunlap-Berman Agricultural Labor Relations Act of 1975.

Makes unauthorized access, use, or disclosure of confidential unemployment insurance information a misdemeanor crime when the information is shared with the newly authorized agencies.

Contains operative provisions that coordinate with Assembly Bill 174 and Senate Bill 1258, with different sections becoming effective depending on which bills are enacted and their enactment order.

Exempts the state from reimbursing local agencies for costs related to the new crime provisions under Proposition 13 requirements.
