Establishes a Statewide Office of Oral Health within the State Department of Public Health, headed by a licensed dentist serving as dental director, only upon receipt of sufficient funds from non-General Fund sources.

Prohibits use of General Fund moneys to implement the office; office responsibilities include developing state oral health action plans, securing funding, and administering existing dental programs.

Authorizes a study until January 1, 2017, to examine safety, quality, and cost-effectiveness of expanded dental procedures (such as local anesthesia, restorations, and tooth extractions) performed by registered dental hygienists and dental assistants under various levels of dentist supervision in public health settings serving underserved children.

Study must be conducted by a California university dental school under institutional review board oversight with no General Fund moneys; no single interest group may provide more than half of private funding.

Makes existing dental program provisions inoperative upon establishment of the office with sufficient funding and repeals the study authorization on January 1, 2017, unless extended by later legislation.
