Establishes three statewide goals for postsecondary education budgets and policies: improve student access and success, align degrees with workforce needs, and ensure efficient use of resources.

Requires the Legislative Analyst's Office to convene a working group to develop 6-12 performance metrics by January 31, 2013, disaggregated by gender, race/ethnicity, income, age, and enrollment status, with interim targets for achievement by 2025.

Mandates the Legislative Analyst's Office to release an annual statewide performance report starting September 30, 2013, benchmarking metrics against interim targets and other states' performance.

Requires the Legislative Analyst's Office to provide annual assessments beginning January 1, 2014, identifying progress toward goals, explanatory factors, and policy recommendations for the Governor and Legislature.

Allows all postsecondary education segments (California Community Colleges, California State University, University of California, independent institutions, and private institutions) to annually provide their own assessments of progress.
