Amends reimbursement calculations for durable medical equipment under Medi-Cal to base the manufacturer's suggested retail price on the date of service instead of June 1, 2006.

Reimbursement for equipment with no specified maximum allowable rate is capped at the lesser of several amounts, including the manufacturer's suggested retail price (with up to 20% discount, or 15% for wheelchairs with qualified rehabilitation professionals) documented by printed or electronic catalog.

Maintains separate reimbursement rates for standard durable medical equipment (80% of Medicare), wheelchairs and speech-generating devices (100% of Medicare), and oxygen delivery systems (80% of Medicare).

Requires the State Department of Health Care Services to consult with providers and stakeholders regarding implementation, including notification, meetings, written input, and advance notice of effective dates.

Authorizes the department to require providers to appeal Medicare denials for dually eligible beneficiaries as a condition of Medi-Cal payment.
