Authorizes the Merced County Board of Supervisors to abolish the county road commissioner office and transfer all duties to the county director of the department of public works.

Eliminates the requirement for the department director to hold any special permit, registration, or license to perform road commissioner duties.

Requires that any civil engineering functions normally performed by the road commissioner must be performed by a registered civil engineer acting under the department director's authority.

Provision remains in effect only until January 1, 2018, when it is automatically repealed unless extended by later legislation enacted before that date.
