Water submeters tested with equipment calibrated to National Institute of Standards and Technology standards are deemed sealed and approved for commercial use if they meet accuracy tolerances and are type-approved by the Division of Measurement Standards.

Water submeters in multiunit residential structures are not considered "placed in service" until installation, allowing installation without prior sealing requirements.

County sealers may test water submeters at owner request or periodically; owners must replace incorrect submeters within a reasonable timeframe and notify tenants within 21 days of replacement.

Manufacturers or licensed service agents installing water submeters must notify the county sealer of the installation date; violations are subject to civil penalties not exceeding $1,000.

These provisions are operative until January 1, 2016, when the chapter automatically repeals unless extended by later legislation.
