Requires motor vehicle manufacturers to provide registered locksmiths with key code and immobilizer information necessary to produce replacement keys for registered owners or their family members, available 24/7 by telephone or electronic means.

Establishes verification procedures requiring locksmiths to visually confirm the requesting party's driver's license, vehicle registration matching identity/address, and matching vehicle identification numbers before accessing manufacturer information.

Provides liability protection for registered locksmiths and manufacturers who follow these procedures against theft-related claims.

Makes permanent the exemption for vehicle manufacturers that on January 1, 2006 provided replacement keys only through the manufacturer itself and operated a 24/7 request line (previously set to expire January 1, 2013).

Exempts vehicle manufacturers selling fewer than 2,500 vehicles annually in California and vehicle lines selling 2,500-5,000 vehicles annually from the key information access requirements.
