Requires the Director of Industrial Relations to consult with state departments, agencies, or rating organizations to determine the reasonableness of requests for information and data needed to identify unlawfully uninsured employers.

Maintains the Labor Commissioner's existing program to systematically identify unlawfully uninsured employers using data from the Uninsured Employers' Fund, Employment Development Department, and insurance rating organizations.

Requires the Labor Commissioner to annually prepare and publish a report by March 1 detailing program effectiveness, including numbers of employers identified, screened, notified, inspected, and penalties assessed and collected.

Specifies that program funding from the Workers' Compensation Administration Revolving Fund shall not exceed penalties collected under Section 3722, with startup costs allocated from fiscal year 2007-08 surcharges.
