• Requires the state's Academic Performance Index advisory committee to develop a voluntary Creative and Innovative Education Index measuring creative opportunities available to students in participating schools

• Index measurement includes availability of classes and before/after school programs such as arts education, debate clubs, science fairs, theater, concerts, and filmmaking

• Advisory committee must consult with experts and experienced individuals in business, science, technology, mathematics, engineering, and arts education during index development

• Advisory committee must submit recommendations to the Superintendent by June 1, 2014 on how the index may be used to foster creative and innovative education in public schools
