Extends the timeframe for the state to recover overpayment of compensation from California National Guard members on military leave from 3 years to 6 years from the date of overpayment, effective until January 1, 2015.

Applies the 6-year recovery period to overpayments made up to 6 years prior to the bill's operative date, unless the employee holds military pay grade E-1 to E-5 and received the overpayment without fault, fraud, or misrepresentation.

Allows recovery to be waived if all conditions exist: employee is E-1 to E-5, no employee fraud or willful nondisclosure occurred, overpayment was received without employee fault, and recovery would be against equity and good conscience.

Automatically repeals the extended recovery provision on January 1, 2015, unless a later-enacted statute extends or deletes that date.

Declared an urgency statute to take effect immediately upon approval.
