Establishes the state active duty force as service members in active state military service when ordered by the Governor, with eligibility requirements including current California National Guard membership or State Military Reserve service with minimum two years of service.

Requires service members ordered to state active duty for six consecutive years to be eligible for career status and may remain until age 60, with annual renewals permitted after age 60 and mandatory retirement at age 64 or upon loss of federal rank recognition.

Revises the organizational structure of the Adjutant General's office to include a Deputy Adjutant General (brigadier general rank), Assistant Adjutant General for Army and Air divisions (brigadier general rank), and Chief of Staff and Director of the Joint Staff (brigadier general rank).

Changes the requirement for the Governor to make military rules and regulations to instead direct the Adjutant General to make such rules and regulations in conformity with United States Army, Air Force, and Navy standards.

Specifies that the Adjutant General shall be appointed on state active duty in the grade of lieutenant general with Senate confirmation and receive the same pay and benefits as a lieutenant general in the United States Army.
