SB 812 Summary

• Establishes flag display hierarchy when the National Flag, State Flag, and POW/MIA Flag are used on a single flagpole: National Flag above State Flag, and State Flag above POW/MIA Flag

• Requires the POW/MIA Flag to be flown during business hours at all state-owned buildings and facilities where the U.S. Flag and California State Flag fly, subject to availability of existing flagpoles or structures

• Mandates the POW/MIA Flag be flown at the Vietnam Veterans Memorial on the State Capitol grounds whenever the U.S. Flag is flown there

• Designates the third Friday of September annually as Prisoner-of-War/Missing-in-Action (POW/MIA) Recognition Day through gubernatorial proclamation

• Authorizes the state to accept donations of POW/MIA Flags and materials, and authorizes the Governor and Legislature to issue proclamations encouraging recognition ceremonies by schools and local governments
