Extends priority enrollment eligibility for veterans and former Armed Forces members from 2 years to 4 years after leaving active duty at California State University, community colleges, and University of California campuses.

Limits priority enrollment to California residents who received honorable discharge, general discharge, or other than honorable discharge; excludes those with dishonorable or bad conduct discharges.

Requires California State University and community college districts to grant priority enrollment; requests University of California to do the same for campuses with priority enrollment systems.

Expands definition of eligible individuals to include State Military Reserve members and students called to active military duty who take academic leave.

Authorizes state reimbursement to local agencies and school districts for costs mandated by this legislation through existing statutory procedures.
