Requires disabled veteran business enterprises to submit federal income tax returns to the Office of Small Business and Disabled Veteran Business Enterprise Services for verification purposes.

Expands types of state contracts subject to minority, women, and disabled veteran business enterprise participation goals to include commodities, property, goods, professional services, construction work, and information technology goods and services.

Revises business utilization plan requirements by reducing minimum criteria from 12 to 11 elements and allowing direct and indirect costs related to disabled veteran business enterprise participation to count toward participation goals.

Clarifies that if a solicitation requires higher participation goals than a vendor's approved utilization plan, the vendor must either meet the higher goals or submit an amended plan.
