Prohibits state funding or financial assistance from being used for construction projects awarded by charter cities that restrict the governing board's authority to adopt or require project labor agreements with specified taxpayer protections.

Applies the restriction to charter cities that prohibit, limit, or constrain in any way the use of project labor agreements that include all taxpayer protection provisions of Section 2500.

Effective January 1, 2015, with an exception for charter cities that had disqualifying charter provisions, initiatives, or ordinances in effect prior to November 1, 2011.
