Establishes a California residency identification card program through the Department of Veterans Affairs for spouses, domestic partners, and dependent children of active duty or veteran members of the U.S. Armed Forces or California National Guard.

Possession of a valid California residency identification card serves as prima facie evidence of California residency for purposes of state and local benefits eligibility.

Makes spouses, domestic partners, and dependent children of qualifying armed forces members eligible to apply for and receive state and local public social services (including CalWORKs, Medi-Cal, food assistance, and general assistance) regardless of immigration status, using state funds only.

Requires the Department of Motor Vehicles to distribute applications, process forms, and issue identification cards in coordination with the Department of Veterans Affairs, which develops protocols and determines eligibility.

Requests the University of California Regents to establish the same nonresident tuition exemption requirements for UC students as applied to California State University and community college students.
