Requires the Department of Real Estate to use additional procedures when denying a license or license endorsement, including notifying applicants of denial in lieu of filing a statement of issues.

Authorizes the Real Estate Commissioner to bar persons from participating in licensing examinations and prohibits cheating, subverting, or attempting to subvert licensing examinations, with penalties up to 3 years of barring from examinations and holding an active license.

Requires fingerprints to be submitted with petitions for license reinstatement or penalty reduction, and changes the threshold for corporate applicant ownership verification from more than 10% to 10% or more of stock.

Eliminates the 3-test limit for mortgage loan originator endorsement applicants and requires a 6-month waiting period after failing 3 consecutive tests before retesting.

Exempts military licensees from renewing their license or endorsement until the license period commencing after they engage in business or one year following termination of military service, whichever occurs first.
