Amends Education Code to establish a preschool through higher education (P-20) statewide longitudinal data system for California to support continuous learning and inform instruction at all educational levels.

Authorizes the State Department of Education, University of California, California State University, Chancellor of the California Community Colleges, Commission on Teacher Credentialing, State Board of Education, Employment Development Department, and California School Information Services to enter into a joint powers agreement to implement the data system.

Data system will deliver timely, reliable, and user-friendly information to school leaders, educators, policymakers, researchers, parents, and the public to support decision-making and education policy analysis.

System will integrate education data from disparate sources and include capacity to share appropriate non-education data from state health, welfare, juvenile justice, corrections, and employment agencies for comprehensive education policy analysis.
