Amends Vehicle Code Section 4852 to reduce the minimum width of characters on license plates from 1 1/4 inches to 13/16 inches and minimum spacing between characters from 5/16 inch to 1/4 inch.

Establishes a new "8-letter license plate" specialized license plate program requiring at least 7,500 applications before implementation and allowing owners to display custom 8-letter combinations on their vehicles.

Sets initial issuance fee at $48 and annual renewal fees at $38 for 8-letter license plates, with transfer and duplicate plate fees also set at $38.

Creates the Natural and Agricultural Open Space and State Recreational Support Fund in the State Treasury, with all net revenue from 8-letter license plate fees allocated equally to open-space land programs, assistance to California fairs, and support for the Department of Parks and Recreation.

Requires the Department of Motor Vehicles to establish a direct link on its website for ordering 8-letter license plates and include information about the program in updated forms and publications.
