Authorizes installation of residential fire protection systems for new construction of single-family or two-family dwellings to be performed by fire protection contractors, general building contractors, or plumbing contractors.

Modifies restrictions on general building contractors to permit them to contract for residential fire protection systems in single-family or two-family dwellings without holding a separate C-16 Fire Protection classification.

Grants the State Fire Marshal authority to adopt and administer regulations and building standards for all occupancy buildings deemed necessary to ensure fire safety, subject to approval by the State Building Standards Commission.

Removes previous requirements for the Employment Development Department to provide annual reports on workforce training expenditures and reporting timelines related to the Workforce Investment Act.
