Establishes a mandatory 3% surcharge on annual alcoholic beverage license fees collected by the Department to fund the Alcoholic Beverage Control Appeals Board's administrative costs.

Updates the license fee schedule to reflect fees effective January 1, 2010, with provisions for annual fee adjustments beginning January 1, 2013 based on Consumer Price Index increases.

Modifies requirements for retail off-sale beer and wine replacement licenses to authorize (rather than require) issuance and prohibits replacement licenses if the existing license has been transferred or canceled by the licensee.

Changes restrictions on transferring original on-sale or off-sale general licenses from a fee-based limitation to prohibiting transfers for more than the original purchase price for 2 years following original issuance.

Makes technical amendments to provisions governing instructional tasting licenses, bed and breakfast establishments, hearing procedures, and regulations regarding manufacturer ties to retail establishments.
