Prohibits California State University Trustees from entering into or renewing contracts that provide any compensation increase for CSU employees earning over $200,000 annually from General Fund sources from August 1, 2012 through June 30, 2014.

Limits compensation increases to no more than 10% for CSU employees earning over $200,000 from General Fund sources for contracts executed on or after July 1, 2014 through June 30, 2018.

Defines "General Fund sources" as including both General Fund appropriations and student fee revenues.

Becomes inoperative on July 1, 2018 and is repealed January 1, 2019, unless extended by subsequent legislation.

Takes effect immediately as an urgency statute to address the state's fiscal crisis and resulting budget cuts and tuition increases.
