Establishes the Bureaucracy Realignment and Closure Commission with nine members (four appointed upon legislative consultation and four appointed by the Governor subject to Senate confirmation) to evaluate and recommend closure or realignment of state agencies and departments.

Requires the Controller, Director of Finance, Legislative Analyst, Legislative Counsel, and Milton Marks Commission to develop recommendations for state bureaucracy closure or realignment by July 15, 2013, for the commission's independent evaluation.

Mandates the commission conduct at least three public hearings (final hearing by March 15, 2014 in Sacramento) and visit each bureaucracy under consideration by January 1, 2014, then submit final recommendations to the Governor and Legislature by July 16, 2014.

Authorizes the Governor to approve the commission's recommendations and submit them as a reorganization plan to the Legislature without alteration, becoming effective after 60 calendar days unless either house adopts a resolution of disapproval; closures must begin one year after effectiveness and complete within three years.

Repeals this chapter on June 30, 2015; commission members serve without compensation and must have management experience and cannot be government employees, contractors, or registered lobbyists.
